The project Communal Sanitary Unit (CSU) was proposed by the Pan American Health Organization (PAHO/WHO) as a strategy to develop environmental management capability at the local level in the rural communities. This is the first action that the community should develop to identify and control the environmental factors that pose health risks to their populations. Thus, organization and knowledge are necessary to implement projects for controlling these risks and even for increasing their incomes.
